What does the Clean Industrial Deal mean for packaging?

Last 26th February, one year after the launch of the Antwerp Declaration for a European Industrial Deal, 400 business leaders, industry and worker representatives from across Europe reconvened in Antwerp for a crucial moment for European Industry - the launch of the European Commission’s Clean Industrial Deal.

The Clean Industrial Deal represents a strategic initiative aiming at strengthening the competitiveness of EU industries while also advancing sustainability and decarbonisation efforts. The promotion of circularity is central to this strategy, as it focuses on reducing waste and prolonging the lifecycle of materials through recycling, reuse, and sustainable production processes. This method not only maximises the EU's limited resources but also lowers reliance on third-country raw material suppliers consequently increasing market resilience.

For the packaging industry, the Clean Industrial Deal's emphasis on circularity addresses important issues:

Design for Recycling: Packaging materials will need to be designed with their complete lifecycle in mind, enabling them to be efficiently recycled. The shift promotes the use of materials that are easier to recycle and have a reduced environmental impact.

Material Innovation: The Clean Industrial Deal will promote the development and deployment of packaging solutions, which can help to reduce environmental impact and contribute to waste reduction.

Infrastructure Development: To enable these developments, significant investments in recycling and waste management infrastructure will be expected. Enhanced facilities will ensure that packaging materials are effectively collected, sorted, and recycled, allowing them to be reintegrated into the production cycle.

Supported by the majority of MEPs during the plenary session of March, the Clean Industrial Deal's focus on circularity is poised to drive sustainability and economic efficiency within the packaging industry.

While the Clean Industrial Deal is a strong signal that industry is back on the EU agenda, much will depend on how these measures —and related initiatives such as the upcoming Industrial Decarbonisation Accelerator Act— are implemented in the coming months.
