A chromium-free future is within reach

The European tinplate industry stands at a crossroads.
On 29th April the European Chemicals Agency (ECHA) published a restriction proposal targeting hexavalent chromium (Cr VI) compounds under the EU’s REACH regulation. Starting from 18tth June a 6 months’ public consultation on this proposal will be launched. Following this consultation and based on the opinions developed by ECHA’s scientific committees, the European Commission will consider a regulatory action for review and approval by the other institutions.
For decades, chromium-based passivation has served as the industry standard for corrosion resistance in tinplate. But times have changed, and so too should our materials.
Hexavalent chromium substances have been identified as Substances of Very High Concern (SVHC) and listed in REACH Annex XIV as subject to Authorisation in Europe, with the ultimate aim of ensuring that the use of these substances is completely replaced.
Steel for Packaging Europe holds authorisation to use hexavalent chromium substances until the end of 2027 for electrolytic tinplate (ETP) and the end of 2028 for electrolytic chromium coated steel (ECCS). Whilst we will actively follow the ongoing regulatory process, we continue to manage industry transition to our innovative, alternative technologies like Chromium-Free Passivation Alternative (CFPA) for ETP.
Environmental and regulatory pressure
Hexavalent chromium (Cr VI), a known carcinogen, has long been under scrutiny. With the tightening of REACH regulations in Europe and similar frameworks emerging globally, continuing reliance on chromium-based processes is not sustainable. Major markets increasingly favour materials that align with circular, sustainable economic principles and demonstrate clear commitments to human and environmental health.
Technology has caught up
The traditional defense of chromium-based passivation was that no viable alternatives existed. That’s no longer true. Chromium-free passivated tinplate technologies have matured significantly, offering corrosion resistance, adhesion, and weldability comparable to their chromium counterparts. Major steelmakers have invested heavily in R&D to deliver tinplate products that meet food safety standards while eliminating chromium from the production process entirely.
Brand and consumer expectations
Sustainability is now a brand pillar, not a marketing afterthought. Consumers are more informed and more discerning than ever. Chromium-free tinplate gives brands a tangible, credible way to differentiate themselves in a crowded market. Packaging that is truly recyclable, safe, and environmentally sound aligns with the values of modern consumers - and builds long-term brand equity.
A rare opportunity to lead
The industry is often criticized for being reactive rather than proactive. Adopters of CFPA can position themselves as sustainability leaders and influence the standards of tomorrow.

Chromium-free passivated tinplate is no longer a speculative ideal, it’s a practical, available solution. Embracing it will not only future-proof operations, but will enable safer, more sustainable materials.
